1. Manager: Performance Management (Re-advert)

Core Purpose: To plan, manage, and oversee the Performance Management System (PMS) of the municipality. This strategic role ensures alignment of departmental objectives with the IDP, monitors performance, and drives long-term economic growth and service delivery excellence.

Key Responsibilities:

  • Develop, implement, and maintain the municipality’s Performance Management System.
  • Monitor and evaluate institutional performance against set targets.
  • Coordinate the compilation of quarterly and annual performance reports.
  • Provide strategic advice to management and Council on performance matters.
  • Ensure compliance with legislative frameworks governing performance management.
  • Facilitate performance reviews, audits, and corrective actions.
  • Manage the development and review of Service Delivery and Budget Implementation Plans (SDBIPs).
  • Build capacity in departments on performance planning and reporting.
  • Contribute to the municipality’s long-term economic viability and growth strategy.

Minimum Requirements:

  • Bachelor’s Degree in Public Administration, Business Management, or equivalent qualification.
  • Minimum 5 years relevant experience, of which at least 2 years must be at supervisory level.
  • Strong knowledge of performance management frameworks, MFMA, MSA, and related regulations.
  • Excellent report writing, presentation, and stakeholder management skills.
  • Computer literacy (advanced MS Office and performance management systems).

2. Institutional PMS Officer

Core Purpose: To coordinate and support the implementation, monitoring, and evaluation of the Performance Management System across the institution.

Key Responsibilities:

  • Assist with the planning, monitoring, and reporting of performance indicators.
  • Collect, analyse, and consolidate performance data from departments.
  • Support the development and review of individual and departmental scorecards.
  • Facilitate performance reviews and provide administrative support to the PMS unit.
  • Ensure accurate record-keeping and documentation of performance processes.
  • Assist with the preparation of performance reports for Council and other stakeholders.
  • Identify performance gaps and recommend improvement interventions.
  • Promote a culture of performance excellence across the municipality.

Minimum Requirements:

  • Relevant 3-year tertiary qualification (Degree or Diploma) in HR Management, Business Management, Project Management, or equivalent (NQF Level 6/7).
  • 2–3 years relevant experience in performance management or related field.
  • Computer literacy with strong proficiency in MS Office applications.
  • Good understanding of local government performance management systems.
  • Excellent organisational, communication, and report-writing skills.

3. Firefighter (Re-advert) – X25 Posts

Core Purpose: To provide professional firefighting, rescue, and emergency services to protect lives, property, and the environment within Sekhukhune District.

Key Responsibilities:

  • Respond to fire, rescue, and emergency incidents.
  • Perform firefighting, hazmat, and first aid operations under supervision.
  • Conduct fire prevention inspections and community fire safety education.
  • Maintain firefighting equipment and vehicles in a state of readiness.
  • Participate in disaster management and emergency preparedness activities.
  • Provide high-quality customer service to communities during incidents.
  • Adhere to all safety protocols, standard operating procedures, and bylaws.
  • Participate in training and skills development programmes.

Minimum Requirements:

  • Grade 12 or equivalent.
  • Firefighter I Certificate.
  • Hazmat Awareness Certificate.

  • Minimum 1 year operational experience in firefighting or emergency services.
  • No criminal record.
  • Ability to work shifts, including nights, weekends, and public holidays.
  • Physically fit to perform strenuous duties in all weather conditions.
