About the Judicial Inspectorate for Correctional Services (JICS) JICS is an independent statutory body established to safeguard the rights of inmates and ensure that correctional facilities operate in line with the Constitution, human rights standards, and Batho Pele principles. Independent Correctional Centre Visitors act as the “eyes and ears” of JICS at ground level. They provide impartial oversight, receive and investigate inmate complaints, and report on critical issues such as use of force, segregation, deaths in custody, and general living conditions. This role is not a typical government job — it is a community oversight position that requires integrity, courage, and a commitment to justice. As an ICCV, you will help bridge the gap between inmates, correctional officials, and the broader justice system, contributing directly to safer prisons and better rehabilitation outcomes. Detailed Duties and Responsibilities Successful candidates will be responsible for the following key functions: Visit the assigned correctional centre daily (or as operationally required) to engage directly with inmates and DCS officials. Receive, record, and follow up on inmate complaints in a professional and impartial manner. Monitor the general conditions of incarceration including accommodation, food, healthcare, sanitation, and safety. Report on all serious incidents such as deaths, segregation, use of mechanical restraints, and use of force. Support JICS officials during formal inspections and investigations. Capture complaints and mandatory reports accurately on official systems. Prepare detailed, factual, and timely written reports. Maintain strict confidentiality and high ethical standards at all times. Build constructive working relationships with centre management while remaining independent. Perform administrative duties related to complaint handling and record-keeping. Attend relevant training and debriefing sessions organised by JICS. The role demands a high level of personal integrity, excellent observation skills, and the ability to remain neutral in potentially challenging situations. Requirements for the ICCV Position Minimum Requirements: Grade 12 / Senior Certificate. Computer literacy and high level of accuracy in record-keeping and reporting. A recent recommendation/nomination as an ICCV by a recognised community organisation (not older than 6 months) – this must be attached to your application. Ability to work independently and as part of a team. Strong public service orientation and sound knowledge of Batho Pele principles. Assertiveness, emotional maturity, and ability to work under pressure. Excellent verbal and written communication skills in English and preferably the local language of the area. Added Advantage: Valid driver’s licence. Previous experience in community leadership, paralegal work, social work, or oversight roles. Residence in the immediate vicinity of the correctional centre (strong preference). Candidates must be South African citizens of impeccable character with no criminal record that may disqualify them from working in a correctional environment.
