Job Purpose

The Community Development Practitioner: OSD Grade 1 will provide basic counselling services and facilitate the implementation of integrated development interventions in partnership with communities and other stakeholders. You will identify community concerns, conduct household visits, build partnerships, and support sustainable development actions to improve social well-being and self-empowerment. This role requires a deep understanding of human behaviour, social systems, and relevant legislation, combined with strong facilitation and communication skills.

Detailed Key Responsibilities

As a Community Development Practitioner, your core duties will include, but are not limited to:

  • Basic Counselling and Support: Provide initial counselling and psychosocial support to individuals, families, and groups facing social challenges such as poverty, abuse, substance abuse, and family breakdown.
  • Community Needs Identification: Conduct ward profiling, household visits, and community consultations to identify service delivery gaps and social concerns.
  • Facilitation of Development Interventions: Plan, coordinate, and facilitate integrated development projects in collaboration with communities, municipalities, NGOs, and other government departments.
  • Stakeholder Liaison and Partnership Building: Liaise and interact with various community structures, traditional leaders, ward councillors, and external stakeholders to promote collaboration and ensure sustainability of development initiatives.
  • Empowerment and Capacity Building: Empower communities through skills development, awareness campaigns, and resource mobilisation to enhance self-reliance and social functioning.
  • Monitoring and Reporting: Monitor the implementation of community projects, maintain accurate records, and prepare reports on progress, challenges, and outcomes.
  • Administrative Support: Provide administrative support for community development activities, including data collection, filing, and coordination of meetings and events.
  • Compliance and Ethics: Ensure all activities comply with relevant legislation, departmental policies, and ethical standards. Uphold Batho Pele principles and promote human rights in all interactions.
  • Emergency Response: Participate in disaster response and emergency social relief efforts when required.
  • Continuous Learning: Stay updated with new developments in community development, social work, and related fields to enhance service delivery.

Minimum Requirements

  • National Senior Certificate / Grade 12 (NQF Level 4) – essential.
  • An appropriate three-year tertiary qualification (NQF Level 6 or higher) in Social Work, Community Development, Public Administration, or a related field.
  • Knowledge and understanding of human behaviour, social systems, and legislation relevant to community development.
  • Strong communication, facilitation, and research skills.
  • Valid driver’s licence (advantageous).
  • Willingness to travel and work extended hours in rural and semi-urban areas.

No previous experience is explicitly required for Grade 1, making this accessible for newly qualified practitioners who are eager to apply their knowledge in real community settings.
