About the Role
The Personnel Practitioner position is a contract role within the Overberg District Office, focusing on human resource management, recruitment, and performance administration. Based in Caledon, the role requires travel within the Overberg District to support various institutions. The position involves working with systems like PERSAL and E-Recruiting, ensuring compliance with HR policies, and providing guidance to management and staff.
Key Responsibilities

Recruitment and Selection: Assist with advertising posts, conducting DOTS verifications, and managing salary determinations for OSD and non-OSD categories.

Performance Management: Support Performance Management and Permis training in sub-districts, act as a helpdesk for Permis, and assist Pre- and Formal Moderating Committees with strategic oversight.

Policy Implementation: Implement and maintain HR policy documents/circulars, providing training to ensure district-wide compliance.

PERSAL Transactions: Administer and approve PERSAL transactions related to personnel provisioning, salary administration, pay progressions, and grade progressions.

Support and Guidance: Provide HR-related support to institutional management, line managers, and personnel, offering guidance on employment practices.

General Support: Render administrative and support services to supervisors and colleagues to ensure efficient HR operations.
Requirements and Competencies

Education: Senior Certificate (or equivalent, e.g., Grade 12).

Experience:

Appropriate experience in People Management (HR).

Experience with PERSAL (Personnel and Salary Administration System).

Experience with the E-Recruiting online system.

Competencies (Knowledge/Skills):

Excellent verbal and written communication skills.

Ability to work independently and meet deadlines.

Knowledge of HR policies, procedures, and practices.

Computer literacy in MS Office (Word, Excel, PowerPoint) and MS Teams.

Inherent Requirements:

Valid Code B/EB driver’s license.
