Detailed Duties and Responsibilities

As an Environmental Officer, you will perform a mix of field-based and office-based work. Key responsibilities include:

Proactive Compliance Monitoring

  • Conduct regular monitoring of Environmental Authorisations, Permits, Licenses, and Environmental Management Plans.
  • Perform sector-specific compliance inspections and targeted projects based on identified risks.
  • Assess compliance with national and provincial environmental legislation.

Reactive Compliance Monitoring & Enforcement

  • Investigate reported environmental incidents and non-compliance complaints.
  • Participate in enforcement operations, including matters related to biodiversity conservation.
  • Issue notices, directives, and prepare cases for prosecution where necessary.

Compliance Promotion and Awareness

  • Organise and participate in compliance promotion workshops and awareness campaigns.
  • Educate stakeholders, businesses, and communities on environmental legislation and best practices.
  • Build positive relationships with regulated parties to encourage voluntary compliance.

Administrative and Reporting Duties

  • Prepare detailed inspection reports, compliance certificates, and enforcement documentation.
  • Maintain accurate records of all compliance activities.
  • Provide inputs for audits, annual reports, and performance management.
  • Collaborate with other units and external stakeholders on environmental matters.
  • Perform general administrative tasks to support the smooth functioning of the unit.

You will work both independently and as part of a team, often conducting site visits across the province.

Requirements for the Environmental Officer Position

Minimum Requirements:

  • An appropriate Degree in Environmental Management, Natural Sciences, Environmental Law, or a relevant qualification.
  • Minimum of 1 to 2 years relevant experience in Environmental Management.
  • Valid driver’s licence (Code B).
  • Ability to function independently and prioritise work effectively.
  • Strong leadership, interpersonal, problem-solving, and decision-making skills.

Advantageous:

  • Trained as an Environmental Management Inspector (EMI).
  • Honours or Postgraduate qualification in Environmental Management, Natural Science, or Environmental Law.
  • Practical knowledge of the National Environmental Management Act (NEMA) and Specific Environmental Management Acts (SEMAs).

Skills and Competencies:

  • Good working knowledge of environmental legislation and policies.
  • Understanding of the Regulatory Framework for the Public Service (Public Service Act, PFMA, Treasury Regulations, etc.).
  • Ability to evaluate and review technical documents.
  • Strong administrative, financial, and project management skills.
  • Excellent computer literacy and report-writing abilities.
  • Analytical and research skills.
  • Presentation and communication skills (verbal and written).
  • Conflict management and people management skills.
  • High level of integrity, respect, honesty, discipline, and teamwork.
