Overall, the Purpose of the Job

Rosebank University will be the first ADvTECH University affiliated with IIE-Rosebank College.

IIE-Rosebank College wants to appoint a General Manager (“GM”) to oversee Rosebank University (“RU”)in Accra. The GM will lead a team responsible for managing and delivering student recruitment and admissions plans aimed at helping to achieve RU’s ambitious targets for Ghana.

The GM will be responsible for controlling and overseeing all aspects of RU, including but not limited to the creation and implementation of the strategic plans, ensuring the delivery of a meaningful value proposition, overall growth (enrolment, revenue, and EBIT), sustainability, financial and human capital returns, positioning in the marketplace, creating and maintaining sound relationships with all stakeholders and ensuring compliance with relevant legislation. The GM is expected to be the key spokesperson for RU, Gahana’s vision, values, and objectives.

The GM will have to be appointed as one of the statutory directors as required for ADvTECH Ghana Limited and will take full responsibility for the company as described in the Companies Act.

Position Description

The incumbent will work in an In-country team that manages RU, Accra, an independent, internationally-oriented Institution of Higher Learning affiliated with the Independent Institute of Education Rosebank College. RU will offer programs across various disciplines, including arts, business, hospitality management, engineering, and construction, and eventually expand into health and medicine, information and communication technology, law, mathematics, and natural sciences.

The GM for Accra will act as the main point of contact for public and private sector stakeholders in Ghana and coordinator of program communications, technical activities, and engagement in South Africa. Where appropriate, the Country Manager for South Africa will serve as a technical advisor to support program activities in the region.

KPA / Main Outputs and Responsibilities for this Position

As directed by project leadership, the employee shall perform, oversee, and support the performance of the following specific duties but not necessarily be limited to:Strategic Management

Oversee the achievement of strategic goals by monitoring enrolments, financials, and campus developments

Develop and implement a strategic growth business plan for the brands that align with that of ADvTECH.

Representing RU in Ghana and West Africa.

Serve as a technical advisor based on professional qualifications, experience, and availability to complete tasks detailed in activity scopes of work.

Managing strategic relationships with Ghanaian schools, universities, regulators, agencies, and key stakeholders.

Fully understand Ghana’s objectives, strategies, and planned activities and, to the extent necessary, the region to enable fluent and effective communication with stakeholders.

Ensuring that all KPIs and targets are met.

Analyse opportunities for growth in market segments to drive profitability.

Brand Operations

  • Direct the activities of the business while ensuring bottom-line profitability
  • Develop strategies to ensure that enrolment targets are met and that there is sustainable growth.
  • Maintain a strong brand image in all marketing activities.
  • Ensure optimal utilization, maintenance, and safeguarding of company assets.
  • Maintain a strong brand image in all marketing activities.
  • Serve as the point of contact in Ghana to IIE-Rosebank College in the country, promptly and effectively conveying communications and information requests from the Managing Director and CFO of IIE-Rosebank College
  • Overseeing systemized communications with students, schools, universities, and agencies and working with the South African international team to meet clear KPIs on response times.
  • Executing In-country’s annual budget plan for RU.

Financial Management

  • Collect and contribute to analyzing and reporting in-country Monitoring and Evaluation (M&E) data and other status/progress reports.
  • Work closely with the Financial Manager to ensure that data capturing and analysis of data are done accurately to inform future strategy and budgetary decisions.
  • Manage costs and investments to optimize resources across the business for sustainable return
  • Continual drive on cost management through continuous improvement strategies
  • Analyse, interpret, and report on monthly income statements of the various operations within the brands and take the necessary action to ensure that financial targets are achieved.
  • Ensure prudent financial and management controls are in place and comply with all relevant legal and regulatory requirements.
  • Plan and implement long-term business plans and policies to achieve the brand’s strategic and financial goals.

People Management

  • Build and maintain an effective management team.
  • Supervise managers and provide effective leadership and motivation to all employees in alignment with ADvTECH and IIE Rosebank College’s values
  • Lead, coach, and mentor managers by supporting their professional development to maximize productivity.
  • Recruit, engage, and retain suitable management and employees to ensure the brand’s success
  • Manage discipline and conflict resolution in the workplace



Minimum Skills, Education & Experience

A recognized Master’s degree. An MBA and PhD are preferred.

At a minimum of ten (10) years of professional experience in the higher education sector (policy, regulatory experience advantageous)

Specific knowledge and experience of the higher education sector and relevant local and regional institutions in Ghana are required. Ideally, the candidate will have relationships with and connections with the higher education sector in South Africa

Experience developing relationships and working in South Africa in close coordination with the government.

Quarterly travel to South Africa.
